I. TRY-OUT POLICY        Back To Top

A. Scheduled before the school year ends in May and/or June.

B. Each age/grade division is assigned its own time.

C. Tryouts will be used to evaluate skills of each player, based on skill testing and scrimmages.

D. All players unable to make their designated tryout time shall submit a letter to the Tryout Committee in advance of the tryouts, or within seventy-two (72) hours thereafter. All players unable to make tryouts because of illness, etc., may be placed on a team using that players Evaluation Sheet from the coach, and/or what other information is available from previous season(s) including prior season registration with another league team.

E. Tryout judges will be Falcon Soccer Club coaches, parents and non-partial soccer- knowledgeable persons i.e., Wheaton College Coaches and/or Players, or Wheaton North High School Coaches and/or Players. If multiple teams exist, a Player Selection Committee shall be responsible for team selection. The Player Selection Committee will consist of all coaches from that age group, the Boys'/Girls' Coordinator, and be consistent with Falcon BY-LAW XVII. The Boys'/Girls' Coordinator will serve as chairman for the committee.

F. Unless a separate girls and boys program becomes part of the overall offering of the Club, girls and boys will tryout together based on age/grade division for participation in a coed program, on a coed team.

G. A thirty (30) day advance notice of tryouts will be given --- if possible through the public schools within the Wheaton North attendance area of Community Unit School District 200 and through announcements in local newspapers.

H. Player recruitment will be targeted at - the Wheaton North attendance area of Community Unit School District 200; however, no child will be turned away from tryouts who is a resident of the overall attendance area of Community Unit School District 200. This does not restrict tryouts and rostering players not living in the area of Community Unit School District 200.

II. PLAYER SELECTION POLICY         Back To Top

A. Players from the Wheaton North attendance area of Community Unit School District 200 will be given a preference, if all else is equal, in team selection to be consistent with the "feeder" club concept for Wheaton North High School as one of the club's stated goals.

B. Team Selection

1) Player selection must conform to League Age-Level Rules, Every effort will be made by the Coaches and the Player Selection Committee to assemble and maintain teams by school grade. Players may play up in age divisions with Coach and Parent/Guardian approval.

2) Preference will be given to returning players on an existing team from the immediate prior season in order to maintain consistency with the stated club goal of DEVELOPING players.

3) Multiple Team Selection Procedure - Selection procedure applies to teams at the U-11 age and above. Selection of teams below the U-11 age shall be left to the discretion of the coaches and the boy/girl coordinator.

a)When multiple teams exist the team formed/started chronologically first shall be called the "Gold" team. The team formed/started chronologically second shall be called the "Blue" team, etc.. Team coaches shall coordinate and share responsibility for support of multiple teams per age group. This includes player selection and recruiting to ensure a sufficient number of players to fill multiple-team rosters.

b) Using results of the tryouts and coach evaluation sheets of the players, the Gold team coach will select nine (9) players for the "Gold" team, Prior year membership on the "gold" team will provide players with preference.

c) The Player Selection Committee chooses additional players to fill the "Gold' team roster based on tryout results, Coach Evaluation Sheets of player performance, prior year membership on a Falcon team and/or other designated information as stated in Item #3e below.

d) The "Blue" team is picked next using the above process and continues for the remaining teams.

e) The "Gold" team Coach will have first selection rights for fill-in players on an established team from the players on the "Blue team, etc., and the pool of potential new players at tryouts. The exception is if a player selected has requested a position exclusively on the "Blue" team and has parental support for that request.

f) Given the competitive nature of traveling soccer, if multiple teams exist, certain players may be transferred by the coaching staff from the "Gold" team to the "Blue", etc., so that a lesser skilled player may have more opportunity to play.

g) In the event an established team does not have enough players, the coaches will coordinate and both attempt to modify the rosters of the other teams to ensure continuation of the team's existence. Suggested options include: encouraging some "Gold" team players to move to the "Blue" team or vice a versa, additional joint recruiting, or contacting neighboring clubs. If a team disbands, those players shall have preference the following season during team selection as indicated in item #2b.

C. Roster changes include participants desiring to play at an older age/grade level, being switched between Gold/Blue teams or being cut due to disciplinary reasons. Request for roster changes must be submitted in writing, with specific reasons for the request, to the Player Selection Committee and Falcon Soccer Club Board for approval. The Player Selection Committee will consist of all coaches from the effected teams , the boy/girl coordinator and be consistent with falcon BY-LAW XVII.

D. Notification to each participant will be sent out to each participant's parents within two weeks following the last scheduled spring season game;

1) Notification to non-qualifying participant's parents should encourage the player to try again and, if available, offer the player an opportunity to participate as a "trainee" in a training program offered by the club.

2) Notification to qualifying participant's parents should congratulate the player and inform the player when his coach will be in contact with the player. The letter should advise the parents' of MANDATORY attendance at team meetings and dates of such. The letter should also advise parents that parent participation in some form (Club/Team) will be required. The player will not be able to participate if this criteria is not met.

III. PLAYERS' RESPONSIBILITY POLICY         Back To Top

A. MUST know and abide by the League Rules and Regulations.

B. Should attend all practices and games. If occasional absence is necessary, must notify coach in advance. Un-excused absences from practices or games may result in reduced playing time.

C. MUST work on improving their skills and understanding of the game.

D. Be kind to other players, coaches, and to officials. The Coach is a volunteer, giving of his/her personal time. Play and practice cooperatively with others without contributing to distractions.

E. Players causing discipline problems or those who consistently refuse to attend practice may suffer reduced playing time or may be cut by a coach after two (2) parental notifications and consultation with the boy's/girl's coordinator and the Board.

F. Applaud good plays by your team and by members of the opposing team during league or scrimmage games. The opponents are necessary friends, without whom players could not participate in league or scrimmage games.

G. Do NOT openly question an official's judgment and honesty. Officials are symbols of fair play, integrity, and sportsmanship.

H. Accept the results of each game. Encourage other players to be gracious in victory and to turn defeat into victory by working towards improvement.

IV. PARENTS' RESPONSIBILITY POLICY         Back To Top

A. Parents are required to attend all Team Meetings. Player will NOT be allowed to play until the parent has talked to the player's Coach should the Team Meeting be missed.

B. All parents are required to contribute time to help the Club/Team i.e., lines-persons assistance, drinks, calling tree, etc. In extenuating circumstances, the Coach, with the team coordinator, may waive this requirement.

C. Abide by Parents' Code of Conduct:

1) Children have more need of example than criticism.

2) Attempt to relieve the pressure of competition, not increase it. A child is easily affected by outside influences.

3) Be kind to your player's Coach and to Officials. The Coach is a volunteer, giving of his/her personal time.

4) The opponents are necessary friends, without whom your player could not participate in league or scrimmage games.

5) Applaud good plays by your team and by members of the opposing team during league or scrimmage games.

6) Do NOT openly question an Official's judgment and honesty. Officials are symbols of fair play, integrity, and sportsmanship.

7) Accept the results of each game. Encourage your player to be gracious in victory and to turn defeat into victory by working towards improvement.

D. If a parent gives cause for a coach to receive a Yellow/Red Card and/or to forfeit a game, the parent will be responsible for paying the fine imposed by the League. In addition, further disciplinary action may be taken by the Board as deemed appropriate.

V. COACH SELECTION POLICY         Back To Top

A. Where coaches are equally qualified, residents of the Wheaton North attendance area of Community Unit School District 200 should be given preference in coach selection.

B. A Coach Selection Committee, appointed by the Board, will make recommendations to the Board. The Falcon Soccer Club Board will approve the selection of all coaches.

C. Coaches must be able to adhere to the Policy on Responsibility.

D. All coaches must file a "Coach Qualification" form with the Club on, or before, May 30th of every year s/he intends to coach.

E.. Coach-Evaluation Sheets will be solicited annually at the end of the Spring outdoor season. Coach-Evaluation Sheets will include a one-line evaluation from the Soccer player. Coach Evaluation Sheets completed by parents will be used to assist in Coach selection.

F. Coaches will be given the result of his/her evaluation.

VI. COACH RESPONSIBILITY POLICY         Back To Top

A. MUST know and abide by the League Rules and Regulations.

B. SHOULD attend all league meetings.

C. MUST work on improving the skills and motivation of all players.

D. MUST have a Parent Meeting before each Fall and Spring season.

E. Should attend all practices and games.

F. May drop a player from the team for disciplinary reasons after two (2) notifications to the parents, the Team Coordinator, and the Club Secretary. final action shall be by the Board of Directors.

VII. PLAYING TIME POLICY         Back To Top

Club policy is to retain and develop all players accepted on a Falcon team. This is in keeping with the skill development policy of the club. This policy is subject to the following:

A. Un-excused absences from practices or games may result in reduced playing time.

B. Players causing discipline problems or those who consistently refuse to attend practice may suffer reduced playing time or may be cut by a coach after two (2) parental notifications and consultation with the Boy's/Girl's Coordinator and the Board.

C. There is no guaranteed playing time in games. Playing time is at the coaches discretion and reflects the competitive nature of traveling soccer. The exception to this is Soccer at the U-8/9 and 10 levels, where players should be played at least 3/8's of each game. This is consistent with our policy of developing skills in younger players.

D. No player should play a league game until his/her fees have been paid.

VIII. PROFESSIONAL TRAINING FOR TEAMS AND COACHES:        Back To Top
And for players not on teams, but interested in skills training.

A. If available, professional training for coaches and players, on a team basis, will be required of all newly formed/started teams for a period of four (4) consecutive outdoor soccer seasons (two spring and two fall).

The purpose of this policy is to ensure that both players and coaches are on the basic and advanced skills and tactics of soccer that are reflective of international style of play.

B. If available and where player/parent interest warrants, professional training will be made available under a structured program for young people not part of a Falcon Soccer Club team who are seeking to improve their skills, or to better learn/play soccer. Players in this type of program would be designated as Falcon Soccer Club "Trainees". The cost of this program would be determined by the Board and a fee schedule made available to those interested, but always based on an equal distribution of actual expense to those participating. The purpose of this policy is to be consistent with the Club's stated goal of DEVELOPING young soccer players and to offer those young people not holding a position on a Falcon Soccer Club team the opportunity to improve their skills, and/or to better learn/play soccer.

IX. FEES AND DISTRIBUTION OF CONTRIBUTIONS         Back To Top

A. No player should play a league game until his/her fees have been paid.

B. If a participant's family is financially unable to pay for required fees, financial assistance in the form of a "scholarship" may be available. Requests for financial assistance should be made to the Board by the player's Coach. All aspects of the request for financial assistance shall remain confidential between the Board, the Coach, and the family involved

C. All contributions received by the Falcon Soccer Club of Wheaton shall be used to reduce individual player participation expenses.

D. Club Cash Balance - The club treasury shall maintain a balance that allows for smooth continuous operation. This cash balance will be adjusted annually depending on the number of teams sponsored. In 1994 it was approximately $800 per team. After the club needs are satisfied, the board will determine any excess funds available at the September board meeting. This excess, if determined, will be divided up by the number of teams sponsored and will be credited to the individual team accounts. This is in addition to the portion of player fees originally credited toward individual team accounts.

E. Team Cash Accounts

1) A team's cash account is primarily used for training and outdoor tournaments, however, other type of expenditures from an individual team's cash account can be approved by the board. It is the goal of the club that each team utilize a "professional" or experienced trainer. The teams are to have at least 10 training sessions per season and spend at least 70% of their team's cash account on this training.

2) After a team pays the club portion of the seasonal fees, approximately $680, the remainder of the fees will be deposited into the individual team's cash account and is based on 14 players rostered per team.

3) If a team rosters more than 14 paying players, the team's cash account will be credited with 100% of the player fees for each player in addition to the 14.
Example: A team rosters 16 players at $95 per player. The team collects $1330 from the first 14 players. $680 goes to the club for seasonal fees and the balance, $650, is credited to the individual's team cash account. For the remaining two players the team collects $190. The additional $190 is credited to the individual's team account

4) If a team rosters less than 14 players, the first $680 collected goes to the club for seasonal fees. The remainder of what is collected goes to the individual team account.
Example: A team rosters 12 players at $95 per player. The team collects a total of $1140. $680 goes to the club and the balance, $460, goes to the team's account.

5) If a team has 13 or less paying players and has a "scholarship" player (sec. IX B), then their team's account will receive the player fees as if the scholarship player paid their player fees. If the team has 14 or more paying players and has a scholarship player, no money will go to the team's cash account for the scholarship player.

6) All individual team cash accounts will be zeroed out on September 1 of the following soccer season. If any existing balance was in an individual team's cash account, it will be transferred to the club's general cash account and possibly redistributed per policy section IX - D.

X. HISTORIAN POLICY         Back To Top

Club Member who would put together the history and the purpose of the Club and maintain records thereof shall be called the "Club Historian". The purpose of this policy is to implement any advertising goals that the club may have, and to inform newcomers to the community and any interested party about the club.

XI. INDOOR SOCCER POLICY         Back To Top

The Falcon Soccer Club does not sponsor Indoor Soccer teams.

XII. TOURNAMENTS POLICY         Back To Top

A. Any Falcon Soccer Club team requested to play in a tournament is encouraged to participate, unless it directly conflicts with a scheduled league game.

B. Tournament fees, if any, are to be paid equally by team players.

C. Any Falcon Soccer Club player may tryout for a "Select Team" for tournament purposes. This is subject to League Rules and Regulations.

XIII. FIELDS AND EQUIPMENT POLICY         Back To Top

A. Falcon Soccer Club Uniforms shall be worn only for club functions. The exception to this is non-sponsored indoor soccer teams.

B. No endorsements shall appear on the Falcon Soccer Club uniform.

C. No outside group shall use the club's fields (if owned), or equipment, without permission from the Board.
